The main objective of the organization of interbudgetary fiscal relations is to choose the most effective model of interaction between levels of government in particular economic and political conditions. For this purpose it is necessary to clearly allocate expenditure powers between levels of government, secure the corresponding funding sources, develop a system for providing financial assistance to the poorest territories.

The purpose of the organization of interbudgetary fiscal relations is the state guarantees at certain minimum level throughout all citizens regardless of their place of residence in the receiving of state social services. There is desirable alignment of budgetary provision, i.e. end-users are granted equal access to budgetary services.
